Council Gets Update on Midway Road Reconstruction Project

At the November 12 Council Meeting, Director of Public Works and Engineering Lisa Pyles presented a status update of the Midway Road Reconstruction Project that included project design, property acquisition activities, options for the evaluation and selection process of a general contractor for the project, and the updated project timeline.

In addition to considering the traditional bidding process, Addison staff has been in discussions with DART staff about the possibility of using Archer Western Herzog (AWH), DART's contractor who is designing and building the Silver Line Rail Project, as the construction contractor for the reconstruction of Midway Road. Using DART’s contractor may mean improved coordination between contractors, particularly at the railroad crossing under Wheeler Bridge, the ability to minimize disruption from two separate projects on different timelines and take advantage of DART’s “buying power” which may help reduce construction costs, and the reduction in project management strain on limited Addison staff.

The Town is required to procure goods and services for projects more than $50,000 through a competitive bid process. However, they may also procure goods and services in cooperation with another governmental entity that has gone through the competitive bid process. Since DART used a competitive process to select AWH, Addison can also use them for the Midway Road project by executing an interlocal agreement with DART if this option proves to be in the best interest of the Town.

Addison staff has submitted final comments to the design engineer and expects to have finished plans back on November 25. Those plans will be sent to DART and AWH to review and submit a bid which is anticipated to take four to six weeks. Once this information is received and reviewed, Council will decide whether to use AWH or bid the project using Addison's competitive bid process.

The start of the project is dependent on which procurement option Council selects. Phasing for the three-year long reconstruction will be discussed and determined in conjunction with whichever contractor is selected.
