Sam's Club Special Area Study

  • This project is the continuation, expansion, and update of a study carried out in 2014 and 2015 by the Town of Addison.  Its focus is the appropriate redevelopment and reuse of the commercial properties at the western frontage of Midway Road, between Belt Line and Hornet Road. This study area includes the former Sam’s Club site, which has since been redeveloped to support the Addison Grove neighborhood. During its March 23 Work Session, Council discussed the Sam's Club Special Area Study that was initiated in 2014.

    This study retained the Sam’s Club name in order to maintain a connection to the past work that was performed. As this project advances, it is anticipated that it will be rebranded to reflect the community’s vision for this area.

  • Due to the varied conditions of the study area, redevelopment and adaptive reuse of properties will occur incrementally, over time. To support a cohesive pattern of redevelopment, this study will establish a consensus vision and planning framework that addresses:

    • Desired land use patterns and housing types
    • Street, sidewalk, and trail connectivity
    • Parks, open space, and civic spaces
    • Transitions to surrounding neighborhoods and businesses

    The policy recommendations of this study will be used by the Town to guide future land use and zoning decisions, and to identify needed private and public investment in infrastructure and social amenities, such as parks, trails, and civic spaces.

  • The study will be executed in three phases over a six-month period. These phases include:

    • Phase 1 will include an assessment of existing and anticipated demographic, economic, and site conditions and will shape a unified strategic direction for the project that is informed by community input.
    • Phase 2 will introduce potential development concepts that are intended to update and refine past study outcomes, and to provide strategic direction for new additions to the study area.
    • Phase 3 will produce final development concepts and an implementation strategy for the project. A final report document will be shared for public review.

    Stakeholder and public engagement will occur throughout the duration of the project, culminating in a public review process with P & Z and City Council.

  • Community involvement is a critical component of this planning process. Opportunities to provide feedback include:

    1. Community Open House Events: The first Open House, which occurred on June 10th, presented the project team’s analysis of current conditions and served as an opportunity for the community to share ideas, concerns and feedback on the future of the area.The second Open House, anticipated for August, will share preliminary recommendations and obtain community feedback so these recommendations can be refined before a final plan is completed.
    2. Project Advisory Committee: The City Council has appointed an Advisory Committee for this project that includes Addison residents as well as property and business owners.  These community members will work together to review the consultant team’s analysis and develop recommendations for the area’s future. The first advisory committee meeting occured on Thursday, June 3rd. The next committee meeting will be on Thursday, August 5th at 6 pm at the Addison TreeHouse.
    3. Online Surveys: There will be two online surveys, also available to any interested person.  The first survey was designed to obtain initial ideas and suggestions about the future of this area.  The second survey will be available around the time of the second Open House and will also focus on obtaining feedback on the study’s preliminary recommendations.
    4. Informal Outreach Activities: Town staff is available to present to community groups and HOA meetings upon request. As the project advances, informal popup engagement events may be executed to supplement formal engagement efforts.
    5. Planning and Zoning Commission and City Council Public Hearings: City leadership will hold public hearings on the study’s recommendations at the conclusion of the planning process. This process is anticipated to begin in late October.

  • At its April 27th meeting, the Council appointed 14 residents to serve on an Advisory Committee that will inform and advise the planning process and to support outreach efforts to Addison residents, the business community, and other key stakeholder groups:

    Additionally, representatives for several study area business property owners were appointed to serve on the committee. These include:

    • Alex McCutchin (Midway Square)
    • Bill Park and Bob Mencke (Starbucks and Nate’s)
    • Dan Stansbury (Office in the Park)

    The project advisory committee will meet three times over the course of the six-month project schedule and will also participate in the two Community Open House events that are programmed for the project.

  • Also at its April 27th meeting, the City Council approved a $132,000 contract with Dallas-based urban planning and facilitation firm Strategic Community Solutions, LLC who served as the project manager for the initial planning process in 2015. Strategic Community solutions will work with Town staff to facilitate the visioning process.
