The Town’s landscape ordinance requires the use of living plant material within required landscape areas in Urban Center Zoning areas. The Homeowners' Association at Meridian Square, which has Urban Center Zoning, installed artificial turf in the fall of 2017 which put the property in non-compliance with the Town’s Landscape Regulations. The City Council asked staff to explore the use of artificial turf in other communities and, based on that research, directed staff to develop an amendment to the Town Landscape Ordinance to allow for an artificial turf pilot program. At its February 20 meeting, the City Council adopted an amendment to the Town's landscape ordinance to allow for a 10-year pilot program for Meridian Square, and approved an agreement that governs the pilot program.
