Council Approved Interlocal Agreement with Dallas County for the Distribution of CARES Act Funds

The Coronavirus Aid, Relief, and Economic Security (CARES) Act established the Coronavirus Relief Fund and appropriated funds to be used to make payments for specified uses by state and local governments. The State of Texas set aside $1.85 billion to distribute to cities and counties that had not already received a direct allocation from the U.S. Treasury. This amounts to approximately $55 per capita for each city. Addison is eligible for $894,465 in reimbursements.

At its June 9 meeting, the City Council approved an interlocal agreement (ILA) with Dallas County allowing the Town of Addison to accept and utilize these funds in accordance with Treasury Department and Dallas County requirements. This ILA is the first of many steps necessary to obtain reimbursement.   

The CARES Act provides that payments from the Fund may only be used to cover costs that meet all the following: 

  • Were necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19).
  • Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act).
  • Were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.

Staff shared plans to create a lease/mortgage grant assistance program for businesses for with $500,000 of the grant. The remainder to the funds will be used to reimburse the Town for COVID-related expenses and for resident-related support. Staff will bring programs back to Council for approval at a future meeting.
