The Celestial ground storage tank (GST) has been operating since 1988. In 2014, a comprehensive evaluation and assessment of the Celestial GST was conducted by Kleinfelder, Inc.. The project scope consists of the structural rehabilitation of the existing ground storage tank, a new storm drainage swale for erosion control, new sidewalks for accessibility, a section of a new security perimeter fence, and other miscellaneous improvements.

On June 11, 2019, a Professional Services Agreement with Kleinfelder, Inc. was executed for design services associated with the Celestial GST improvements. This design was completed in December 2020. The project was posted to CIVCAST for bidding on December 15, 2020, and it was closed on January 14, 2021.

Council awarded a contract with DN Tanks, LLC. for the construction of the rehabilitation project. The project is anticipated to take around four months to complete.

Status Updates

January 3, 2022:

All punch list items have been completed by the contractor and the project is now complete. 

September 27, 2021:

The project is substantially complete and the contractor is finishing up any punch list items that are remaining that were identified during the project closeout. 

July 27, 2021:

Beginning the week of August 2, 2021, construction crews will begin night work. The night work is necessary due to the temperature-sensitive nature of the tank coating. During this work, the crews will only be operating small handheld electric tools.

The night work is anticipated to take approximately four weeks to complete.

May 3, 2021:

The rehabilitation on the tank’s interior and walkway around the tank has been completed. The tank and pumps are now back in operation. The contractor will begin the process of preparing the exterior for its final coating and landscape restoration. 

March 8, 2021:

The contractor has mobilized and began construction.

February 9, 2021:

City Council has approved the construction award to DN Tanks, LLC.

June 11, 2019:

City Council approved the engineering design to Kleinfelder, Inc.
