The Water Master Plan prepared for the Town of Addison by Bury in January 2016 identified needed water line improvements on Lake Forest Drive. The Town's staff investigated all other Town-owned utilities in the area and determined that the sanitary sewer line is also in need of replacement.
Dannenbaum Engineering Company (DEC) was qualified through a Request for Qualifications process in 2017 to perform design, project management, and construction management-related services for the Town. DEC was selected to perform the design work for the Lake Forest Drive Water Line Upgrades and Wastewater Improvements Project due to their experience with previous Town utility projects and familiarity with the Town’s standards and specifications.
This project includes the design of the replacement of 1,300 feet of water line and 1,047 feet of gravity wastewater mains. Lake Forest Drive is a private road that is owned by the adjacent property owners. This project will require the removal and subsequent replacement of a portion of the road. The Town is prohibited from using tax dollars to repair or replace other portions of Lake Forest Drive beyond what is required for the replacement of the water and wastewater mains. The Town will coordinate with the residents to determine if they would like to fund the replacement of the remaining asphalt pavement on Lake Forest Drive.

Status Updates
March 2024:
The project is now substantially complete. The contractor has received a final punch list from the Town and is working towards restoring disturbed areas during construction. We anticipate the punch list items to take about 4 weeks to complete.
January & February, 2024
ReyMar Construction has started the pipe bursting and sanitary sewer connections. Pipe bursting will be completed by February 5th. Manhole installation will begin on the 5th and is scheduled to be completed on the 10th. Paving restoration is currently scheduled for February 12th & 13th.
January 4, 2024:
ReyMar Construction is currently pressure testing and chlorinating the water main. Samples will be taken Monday, January 8th with results arriving Tuesday, January 9th.
They will begin reconnecting water services to the new main line Tuesday and Wednesday, January 9th through 10th. Pipe bursting mobilization will begin Friday, January 12th.
Installation and re-connection of the sanitary sewer main is scheduled to be completed on Saturday, January 27th. Paving restoration is currently scheduled to begin on Sunday, February 4th, pending weather.
December 20, 2023:
ReyMar Construction has completed the water line bore under the bridge and will be completing the water line installation this week. They will begin to install services and prepare for the water main disinfection and pressure testing, scheduled for the week of January 1st. Pipe bursting operations are scheduled to begin the week of January 1st and will take approximately one week to complete.
ReyMar Construction is working to schedule the asphalt repair contractor. The Town will provide more information on the asphalt repair schedule soon.
November 2023:
ReyMar Construction will continue to install the water main, and town staff are currently coordinating the water line bore under the bridge. The Town will be holding a project update meeting on November 8th at 6:00 pm. The meeting will be held onsite, weather permitting.
October 2023:
The water main installation is currently underway. The spin-cast sanitary sewer pipe lining is scheduled to be performed Monday, October 9th and will be completed by Thursday, October 12th.
September 2023:
ReyMar Construction has set up the temporary water system and begun disinfection. Once they have passed the bacteriological testing, the contractor will connect the services to each home. Saw-cutting for the water main replacement will begin on Monday, September 11.
August 2023:
ReyMar Construction will begin mobilization, placing erosion control, and setting up the temporary water system on August 22.
Excavation work for the water line replacement is scheduled to start on August 31.
July 2023:
Project staff is working to schedule a public meeting to update the community on the project status. Construction is expected to be completed by the 1st quarter of 2024.
June 2023:
City Council approved a Change Order for the Town's Utility IDIQ Contract on June 27, 2023, for the construction of the new water and wastewater mains on Lake Forest Drive. Staff will conduct a pre-construction meeting with the contractor and begin reaching out to affected residents on the construction timeline.
March 2023:
This project was bid for construction in February 2023. The Town received no bids. Town staff is looking at options to split the project into separate phases for construction that may utilize cooperatives for contractor procurement, or utilize the Town's utility IDIQ contract.
January 2023:
The project is now at 100% design completion, with final plans expected on January 17. The project is scheduled to be advertised on CIVCAST beginning January 24. The anticipated bid opening is scheduled for February 21.
September 2022:
The project is now at 90% design completion.
July 2022:
Town staff attempted to coordinate with the affected property owners on funding the replacement of the remaining asphalt portion of the private road during construction but was unable to reach an agreement.
June 2022:
The project is now at 60% design completion.
December 6, 2021:
The Town coordinated with the affected residents to determine if they would like to fund the replacement of the remaining asphalt pavement on Lake Forest Drive during a public outreach meeting.

August 24, 2021:
City Council approved an Agreement with Dannenbaum Engineering Company for the design of the Lake Forest Drive Waterline Upgrades and Wastewater Improvements Project.
October 4, 2021:
The project design team will conduct subsurface utility locates in the Town’s utility easements on Lake Forest Drive. This may include some excavation to accurately locate underground utilities to avoid conflicts during the design of the upgrades and improvements. The survey and utility investigation is expected to last until mid-November.
