Council Discusses Parkland Dedication and Development Fee Study

One of the goals of the Parks, Recreation, and Open Space (PROS) Plan is to provide land use and funding strategies to ensure the sustainable development of Addison's parks. Following the recommendations of the PROS Plan, funding was allocated in the Fiscal Year 2023-2024 budget for a comprehensive study and the creation of an ordinance to address the specific needs of Addison’s parks in the face of growth and redevelopment. In April 2023, the Council partnered with 110%, Inc. to analyze parkland dedication requirements, fee-in-lieu of land alternatives, and park development fees in order to maintain the current standard of service amid these challenges.

In July 2023, a Public Advisory Committee of eight members was appointed by the Council to collaborate with 110%, Inc., Town staff, and legal counsel. Since then, numerous sessions have been held to define project parameters and gather input. At its July 25 meeting, the City Council received an update on the study, and an overview of the recommended methodology for calculating land values and park development fees, comparisons with similar cities in the DFW region, and application scenarios for recent developments in Addison.

The Council plans to discuss this topic further at a future meeting.
