Addison Parks and Recreation Director Janna Tidwell briefed Council at its January 28 work session about Oncor's 1.3 mile transmission tower replacement project that will impact the cities of Carrollton, Farmers Branch and Addison. In Addison, the land upon which the Redding Trail and the Redding Trail Dog Park are constructed is owned by Oncor and included within the construction area.
Typically when Oncor embarks on a project of this scale, they attempt to bring easements into compliance with their current Hike and Bike Trail Guidelines established in 2014. This can include the removal of trees, shrubs, berms, and signage to access transmission towers. Oncor worked closely with Town staff to balance Oncor's desire to comply with their hike and bike trail guidelines and the Town's investment into the beautification and functionality of Redding Trail.
Work on the project began in July 2020.

Status Updates
March 5, 2021 Update
Oncor has informed Town staff the winter storm clean-up efforts have delayed the tower replacement project along Redding Trail. They are estimating that the restoration work will take another 6-8 weeks to complete, depending on the weather. Town staff is working with them to expedite the process but the completion date is currently scheduled for April 30. However, the trail will be open for use as soon as Oncor cleans the concrete path.
February 5, 2021 Update
Oncor has finished installing all of the new towers along Redding Trail and will now begin clean up and restoration efforts. Addison's Parks and Recreation Department has been monitoring the project's progress and making Oncor aware of issues that need to be addressed. Depending on the extent of the repairs needed and unforeseen weather conditions, it is possible that the trail reopening may be extended. Staff will continue to work closely with Oncor to ensure the restoration efforts meet the agreed-upon expectations.February 1 - February 20: Clean-up
- Oncor will clean-up major ruts, remove old tower foundations, haul off excess dirt piles, and dismantle and haul off all old tower structures.

January 3, 2021 Update
Oncor has finished installing the new towers along Redding Trail from the back corner of the park east to Midway Road. Crews plan to complete the other half of the trail by the end of January and then clean up can begin.
January 4 - January 30: Line Construction
- A reduced portion of the Redding Trail Dog Park will open for use.
- Closure signs will be placed to minimize pedestrian traffic for construction.
- The trail will be closed to the public.
February 1 - February 27: Clean-up and Restoration
- Oncor will clean-up and repair damage to the landscape and irrigation.
- Addison parks crews will install the pedestrian light poles and replacement vegetation.
December 4, 2020 Update
Town staff met with Oncor this week to discuss changes to the schedule for the Oncor Tower Replacement project along Redding Trail. Below is the updated schedule:
November 30 – January 30: Line Construction
- A reduced portion of the Redding Trail Dog Park will open for use.
- Closure signs will be placed to minimize pedestrian traffic for construction.
- The trail will be closed to the public.
December 25 – Christmas Holiday: Crew will not be in the area during the Christmas holiday.
Beginning the week of February 1 – February 27: Clean-up and Restoration
- Oncor will clean-up and repair damage to the landscape and irrigation.
- Addison Parks crews will install the pedestrian light poles and replacement vegetation.
November 13, 2020 Update
Oncor has told Addison staff that they have recently experienced major challenges due to COVID-19 and hurricane season that will further impact the Addison project’s completion date.
COVID outbreaks have greatly impacted Oncor's West Texas crews. As a result, local Dallas crews have been deployed to assist with critical work in that region. Addison has been informed that the crew scheduled to begin work on November 9 will start back on the Addison project on December 7. However, the Town has requested a meeting with Oncor officials to discuss the schedule delays. We will provide a revised timeline following that meeting.
October 30, 2020 Update
Oncor has informed Addison that there are additional delays in the tower replacement schedule due to mutual assistance hurricane storm work. This schedule below is a more accurate timeframe:
October 5 – December 12: Line Construction
- A reduced portion of the Redding Trail Dog Park will open for use. Closures for construction required.
- The trail will be closed to the public.
December 13 – January 15: Clean-up and Restoration
- Oncor will clean-up and repair damage to the landscape and irrigation.
- Addison parks crews will install the pedestrian light poles and replacement vegetation.
As a reminder, while the trail is closed please do not walk around, damage, or move the barriers. They are there to ensure the safety of our residents. We really appreciate your patience on this project.
October 16, 2020 Update
The week of October 12, Oncor crews began laying out structures through the trail area which includes hauling material and poles to the right-of-way (ROW). The full line crew and work is scheduled to begin on Monday, October 19.

October 2, 2020 Update
Oncor crews were dispatched to Louisiana in September to assist with damage to their facilities caused by Hurricane Laura. They are expected to be back and working on Addison's Tower replacement project starting next week.

All the tower foundations have been completed throughout the trail. Oncor crews will do some minor clean ups and run some street sweepers on the sidewalks to assist with access next week.
