APD Delivers Results of Annual Racial Profiling Report

The Texas Code of Criminal Procedure requires the Addison Police Department to share the data collected on the race or ethnicity of individuals stopped and issued citations or arrested for traffic violations with the City Council each year. To be proactive, the APD submits its data to Del Carmen Consulting, LLC, on a quarterly basis for analysis, review, and feedback. Del Carmen Consulting also analyzes and prepares APD's annual racial profiling and search analysis report for the State of Texas.

On February 25, Chief presented The Racial Profiling Report to City Council that provides information related to data collected from motor vehicles stops in which a citation or warning was issued, and to arrests made as a result of those stops, including information such as:

  • The race or ethnicity of the individual detained;
  • Whether a search was conducted and, if so, whether the detained individual consented to the search; and
  • Whether the peace officer knew the race or ethnicity of the individual before detaining them.

The 2019 report verifies that APD is in full compliance with the state racial profiling statute regarding prevention policies, data collection, vehicle search analysis, and reporting.
