The Fiscal Year 2024 budget allocated funds for new personnel and resources necessary to create a Neighborhood Services Division. The mission of the Neighborhood Services Division is to enhance and protect the quality of life for our residents by promoting a safe, vibrant, and more engaged community. This new team is now in place and has significantly expanded code compliance, facilitated the transition of Animal Control to the Development & Neighborhood Services Department, and is in the process of establishing a rental and lodging registration and inspection program.

At the August 27 City Council meeting, Addison's new Assistant Director of Neighborhood Services, Kevin Martin, presented a proposed rental and lodging registration program for feedback. When adopted, it would apply to all rental properties including single-family homes, townhomes, duplexes, condominiums, apartments, and hotels/motels. It will address unsafe, or unhealthy conditions, threats to the structural integrity of buildings, and deferred building maintenance by owners.

Staff will research the answers to the questions raised by the Council during the discussion and bring the program back for further discussion at a future meeting.
