Agreement Paves Way for Bella Lane Extension from Vitruvian through Brookhaven College to Alpha Road

At the September 22 meeting, the City Council approved an Interlocal Agreement (ILA) between the Town of Addison, Dallas County Community College (DCCCD), and the City of Farmers Branch to facilitate the construction of the Bella Lane extension from the Vitruvian development through Brookhaven College to Alpha Road.
 
Negotiations on the ILA initially began in 2013 and occurred off and on over the next few years. At the May 14, 2019, City Council meeting, an ad-hoc committee was appointed to reopen a dialogue between Addison and Farmers Branch to consider among other things potential infrastructure projects that would benefit community stakeholders in both communities, like the potential extension of Bella Lane. The Town’s appointed members were Mayor Joe Chow, Council Member Tom Braun, Mayor Pro Tempore Lori Ward, and City Manager Wes Pierson. 
 
As a part of the discussions between the Town, Farmers Branch, and DCCCD, conditions were set to facilitate the extension of Bella Lane. One of these conditions was that the Town would construct a detention pond to “satisfy any past, present, and future obligations for Addison’s and Vitruvian Park development’s drainage impact on the Farmers Branch drainage area relating to development of Vitruvian Park.” Additionally, all Right-of-Way easements required for the construction of the roadway and detention pond will be granted by Brookhaven College at no cost. 
 
The agreement has already been approved by the DCCCD Board of Trustees and Farmers Branch Council has given their City Manager the authority to execute the agreement once approved by Addison. 
 
This project will be paid for with funds set aside for the Vitruvian Development.
