Council Authorizes Project Specific Agreement with Dallas County for Eligible Midway Road Funding

At the December 10 Council Meeting, Council authorized the City Manager to execute a Project Specific Agreement (PSA) with Dallas County for the use of $2,7121,872.50 of Dallas County funds and $60,000 in in-kind services for eligible improvements to Midway Road. The project elements eligible for this matching grant program are those associated with the ten foot side path on the west side of Midway Road from Spring Valley Road, north to Wheeler Bridge at Arapaho Road. One of Dallas County's goals is to add the necessary bicycle and pedestrian facilities to close a critical gap in the overall regional trail network. The Midway Road side path helps accomplish this goal. 

Under the terms of the PSA, the County will provide funding on a 50/50 match basis in an amount not to exceed $2,781,873.50 to be used for eligible construction costs of the total side path portion of the project cost. The amount committed by the County, however, is reduced by $60,000 to cover the County's in-house project delivery costs that include preliminary research, design services, inspections, and construction. The Town in turn will provide at least $2,781,873.50, which is within the funds already available, to fully match the Dallas County Major Capital Improvement Project funding commitment.

A portion of these funds from Dallas County were originally allocated to planned improvements to the intersection of Belt Line Road and the Dallas North Tollway and improvements to the intersection of Keller Springs Road and Addison Road. On Council's direction, staff requested these be reallocated to the Midway Road project.
