Town Secures $1.9M in HSIP Grants to Enhance Traffic and Pedestrian Safety

In November 2023, Town staff worked with Kimley-Horn and Associates to submit three grant funding applications for the Highway Safety Improvement Program (HSIP) from the Texas Department of Transportation (TxDOT) to enhance traffic signal and pedestrian safety. TxDOT informed Town staff in May 2024 that all three applications had been approved for HSIP funding.

These grants provide Addison access to $1.9 million in construction funds. The Town will only be responsible for covering design costs, direct state expenses for project management and inspections, and any construction cost overruns or betterments. Once the project is designed, TxDOT will handle the bidding and project management. The three applications will be divided into two separate projects.

The first project includes improvements to the traffic signals at Arapaho Road and Surveyor Boulevard. The improvements include the addition of flashing yellow arrows, retroreflective backplates, and an advanced curve warning signal. Additionally, there will be improvements to pedestrian signals and the lane configuration at this intersection. The project also involves adding similar improvements throughout the Town. The design contract for this project was awarded to Kimley-Horn and Associates by the Council at its June 25 meeting. The design is expected to be completed by February 2025, with construction bidding anticipated by July 2025.

The second project involves installing three rectangular rapid flashing beacons on Sojourn Drive, Addison Circle, and Beltway Drive, and a pedestrian hybrid beacon on Midway Road for the Redding Trail. This project is scheduled to be bid out for construction in the summer of 2026.
