In January of 2021, Addison City Council approved entering into a master agreement for the Major Capital Improvement Program (MCIP) with Dallas County. Dallas County's Commissioners Court approved the agreement in May of 2021. MCIPs are 10-year agreements that allow Dallas County cities to enter into Project Specific Agreements (PSA) with the County to help pay for up to 50% of a transportation project.

At its November 9 meeting, the City Council approved a PSA with Dallas County for the reconstruction of Keller Springs Road. Under the terms of the PSA, Dallas County will provide funding in an amount not to exceed $4,000,000 to be used for eligible construction costs. The amount committed by the County is reduced by $100,000 to cover the County's in-house project delivery costs that include design costs, preliminary scoping and research, preliminary design services, design review, special services, site inspection, meetings, and preliminary utility coordination.

As part of the 2019 bond election, voters approved $12,900,000 for the reconstruction of Keller Springs. This grant will help to offset nearly 30% of the cost of the project.
